What is the role of a Public Mini-Bus Driver?

A driver holding a public transport license is authorized to transport any passenger who pays for the ride. To carry out regular transportation of external clients, whether it involves individual clients, such as a service taxi, or group transportation, such as an independent shuttle driver, a license for a public mini-bus is required.

Types of vehicles included in the definition of a public mini-bus: These vehicles can include a minibus – a vehicle designed to transport passengers, which is smaller than a bus but can hold more passengers than a taxi or private car. The weight of such a vehicle reaches up to five tons, and it is equipped with a standard body. It is listed in the vehicle registration as a "mini-bus" and is designed to carry up to fifteen passengers, excluding the driver.


  1. Driving license with two years of experience.

  2. Age 21 and above.

  3. Certificate of good conduct from the police.

  4. Medical approval, including a vision test.

  5. Referral from the Ministry of Transport.


The course includes subjects taught at the theoretical level, such as relevant traffic laws, vehicle systems, proper driving, transporting students and children, accident scenario analysis, the importance of the human factor in driving, fire extinguisher training, and first aid. Emphasis is also placed on teaching accessibility for passengers with disabilities.


The theoretical knowledge required for success in the course is learned through foundation subjects, core profession theory, and supporting subjects.
The curriculum is composed of three categories of study:
A. Foundation subjects – These include relevant topics in traffic law, such as working hours and rest, detailed traffic regulations, the obligations of road users, driver's license revocation, and more.
B. Core subjects – These include the study of vehicle systems, the human factor in driving, correct driving, transporting children, accident scenario analysis, and more.
C. Supporting subjects – These are learned as an integral part of performing the role, such as first aid, fire fighting, preventing sexual harassment, and making the vehicle accessible for people with disabilities.
